Make nice with the attendant, or preferably the Manager. Pitch the idea that the game isn't being used to it's full extent, and that they'll get more money if all of the songs are unlocked. Some operators labor under the assumption that you'll play more to unlock the songs through normal play, and that you'll stop playing once everything's unlocked. It also helps if there's another arcade in the area with a DDR:Ex. You can say "Well, I want to play here, but song x isn't unlocked yet, so I guess I'll have to go play it at <insert name of other arcade>" I'd approach it this way:
Strike up conversation with attendant, ask why the machine hasn't been unlocked. They may not even know that you can manually unlock things. If that's the case, ask if they'd be willing to open up the service menu to allow you to enter the unlock code.

Hehe, I was in good with the staff at the local arcade so well that they let me install the hacked version of DDREX that Taren made.

Then they can sell the original disc to another operator, and still make money with the machine. When it comes to bootlegs, arcade operators aren't always the most scrupulous individuals.
