Okay, so I want to start toning my arms and thighs, but my family has a history of bulking up from weight training. Is there any way I can prevent this? I dont want my arms to get any bulkier, or my thighs, I just want them to have muscle and be toned.

do 15-20reps of 10pounds instead of 5reps of 40pounds. more reps will tone your body.

Well, I believe getting "bulked" is mainly a question of caloric expenditure.
If you're eating more than your body manages to use, and you are lifting, you'll tend to build bigger muscles.
But, I believe if you're at a caloric deficit or just maintaining, it will just maintain muscle mass. You can't build muscle if there isn't excess material or energy for your body to do it.
Getting toned mostly is a question of lowering body fat percentages...so...
I'd imagine the best way to get toned would be to lift 3 times a week, do cardio three times a week, and eat at a caloric deficit. Also, make sure you eat throughout the day, and eat after your workouts to prevent the catabolism of muscle tissue. So, eat often, but your daily total itself should be slightly less than what you need.
Or, I guess...ask your typical bodybuilder guy what they do in a "cutting" phase as opposed to a "bulking" phase. I don't really know for sure. Find out what works for you.
But, bottom line, if you aren't eating enough to get bulked, you won't get bulked. There's just nothing to get bulky with.
