When you lose lets say a pound, does that mean that some of your body fat percentage has gone down too?

Maybe.
If your body used that fat for energy, then yes, you lost that pound of fat and thus percentage will go down.
However, muscle is more dense than fat, so if fat is replaced with muscle you will actually be heavier.

For dropping one pound, it may or may not be body fat. Your body will tend to fluxuate up or down a pound or two based on water weight, bodily waste, etc. But if it's continued, sustained weight loss, it's most likely body fat. And, as GameTechChris has already mentioned, you may lose body fat without noticing a change on the scale, due to additional muscle mass.
