Both, provided you have a magic swap disc.
Here comes the science:
The fliptop mod works this way. You put the Magic Swap disc in the drive. The Magic swap disc is identified by the PS2 as a standard NTSC (North American) PS2 disc. You then open the flip top (Since opening the CD tray prompts the PS2 to re-authenticate the disc), and put in your import game. THe game loads, and everyone is happy.

i would not recommend a fliptop
i paid about 50 bucks for the whole set, with the swap magic and everything and it ended up breaking my ps2
i would rather spend about 40 more bucks to ship it somewhere to get it professionally modified. I have a DMS3 mod chip in mine right now and it works great. All my backup and imports works.

I'm not 100% sure, but I believe that the single jumper wire you have to solder inside the PS2 redirects the disc eject signal to the USB port, which triggers the loading of the software without asking for another disc validation check. Or something to that effect.

where can i get my ps2 profeshinally modded Depends on your definition of professional. Check craigslist, or any cheap classified ads (like penny saver), there's usually somebody inyour area who is advertising modding services. The mop chip retailers often have installation deals, either on a pre-modded system, or you ship them yours. If you're loucky enough you may have a local shop that sells import games that also installs chips.

insted of buying a japanese, why don't u send ur ps2 somewhere to get it modded. I sent mine to modchipworld to chip it with dms3 and it works great. Cost 120 bucks i think but it beats paying over 250 bucks for a jp one.

You can't just leave it like that... How was your PS2 broken? what caused it? well, have you heard of the infamous disc read error message. That's what i got when i tried to play my DVD games. ALL my DVDs couldn't play on the ps2 but i could still play ps1 and ps2 compact disc games. It basically damaged my laser.

Those lasers are succeptible to frying for DVDs on certain models of PS2. Are you sure it was the Fliptop that caused it? Or was it just coincidental that the laser went out about the same time you installed the fliptop?
