I started my weight loss around now last summer at over 270lbs, I'm now about 175. I've changed a lot in the way I look, I went down a ton of pants sizes, but I still have a very fat stomach, chest, and upper arms.
I did a lot of running and my diet was basically just calorie cutting down, not really paying attention to what I ate so much as how much I ate (I changed that recently, I dont eat a lot of certain things), so I'm wondering if there was something that caused this and is there any exercise that can help me target the not too specific area of my upper body? Also if I lose like 20 lbs is it gonna come off tis area or am I gonna just lose more weight where I really don't need to?

losing 20 pounds will make a difference, but you can't spot lose. As in, if you lose 20 pounds, it'll come of throughout your body, not just in one place.

If you haven't done so already, add some strength training into your routine. If you're only doing cardio, you can lose weight and drop sizes, but you'll still be jiggly. Strength training will help tone up those areas, and as an extra bonus, it'll help you burn more calories throughout the day.

definitely.... words of truth. When I was at my lowest last year I had what I called a stomach ballsack. It was le gross. Strength training is definitely the way to go.

Stomach ballsack...
For some reason I am imagining my bits and pieces dangling from my chest comprising my midsection.
Could be fun.
Edit: On the subject at hand my suggestion would be to do strength training on your problem area. However, you need to do a ton of reps with low resistance.
You aren't trying to get bigger you're just trying to lean that bit out.
Best solution I've seen to get rid of manboobs, for example (from personal experience) for me, was to do:
3 sets of 15 reps on the bench at 70lbs. My chest shrunk in about 30 days of doing it every other day and it was firmed up to boot. Naturally I started at like 50 lbs and worked my way up over a couple weeks.
As for the stomach...I really can't give any advice there. I've never had a very big gut. It's always been my thighs, chest, rear end that have been a problem.
